"Those experiences are helpful," he said. "When you recruit down there, you learn a lot about people's aspirations, ambitions. When you meet their families you learn about aspirations families have. You learn about the challenges they meet in higher education."
That timeline that doesn't allow for "dilly dallying," Bailey said. Right after he's officially appointed to the job, he'll get to work charting the initial course for UTRGV.
His late wife, Jan Tillery Bailey, was from Lubbock and a Tech alumna. She died in September 2013 from complications related to cancer treatment after beating the disease twice.
The first class of students at UTRGV which will merge UT Pan American, UT Brownsville and the Regional Academic Health Center in Harlingen into a single university with a medical school is expected to enroll in the fall of 2015, with the first medical school class starting a year later.
In his previous jobs, Bailey oversaw different kinds of expansion that matched the needs of each institution.
UT regents on Monday named Bailey the sole finalist for the UT Rio Grande Valley presidency. At their next meeting after May 19, they'll be allowed under Texas law and expected to officially offer him the job.
"The Valley, in many ways, is the face of the future of the United States," he said. and if you think about how the population of the United State is changing, it's right there in the Rio Grande Valley. And so being able to create a new institution to serve that population in particular is extremely exciting."
While recognizing the inclination of current employees to be anxious about lacking guaranteed positions at UTRGV, Bailey said the impetus for the new university was not to streamline jobs from both campuses into a single entity, but rather to create something much bigger.

One of the more delicate tasks Bailey must confront is making decisions that affect the employment of the workforce at the three current institutions.
Bailey spent eight years at UT San Antonio, including seven as provost. After departing for the University of Missouri at Kansas City for three years, he returned to Texas to take over as president of Texas Tech University from 2008 to 2012.

In Kansas City, Bailey's leadership helped the university build its finances to turn a corner, a colleague there said.
"I think he's very visionary," said Dr. Betty Drees, the dean of the medical school at UMKC. "I think he can come in and make an assessment of what is currently at an institution and what it can become, what it can continue evolving to."
"This is now one institution that will be greater than the sum of its parts," Bailey said. "And so getting people to buy into that, and one of the important things you have to do, you have to lay a vision out for people with a clear end point that they can see that they can see with clear goals they can buy into. And I think that can be done in fairly short order now."
In part that's because the school will serve a region that reflects the changing look of the country, he said.
"We really started to advance in terms of, this is a university that's located in a beautiful area of Kansas City, but has really lacked the support of the community and the city and the system and the state," said Leo Morton, who served as the president of board of trustees at UMKC while Bailey was chancellor, then succeeded him when Bailey left for Texas Tech.
